Solving the problem
The solution to my opportunity would be implementing a separate roadway system parallel to the highway and interstate. It will be a 2 lane road that allows people with their motor vehicles to accesses for a specific fee. Depending on how far they are traveling. The fee would be structured so that individuals in a desperate need to get somewhere will be willing to pay, but not so cheap that the entire traffic jam relocates to the new road. By doing this, people now have a second option instead of dealing with the inconvenience of traffic. In some ways, it can be looked at as a luxury HOV lane. Large fences and barricades will surround the borders to prevent from people accessing who do not pay. Toll booths will be placed in mile increments throughout the road which will let people freely enter and exit back onto the interstate as they please. I would attempt to establish a public private partnership with the state so we could utilize their land and have access to their highway systems for a percentage of our revenue in return. This would be a very extensive and long project but I could see it being lucrative and successful in the future.
This idea seems like a sort of private toll road where instead of a public road that can be accessed by paying a toll, there would be entire separate private road systems that could be accessed by a toll. I could see someone objecting that lower income people might be left out of benefits of a private road system, but in this case you could argue they would still benefit from the reduced traffic on other roads. I'm looking forward to seeing how you work out the details of this idea in the future.
