     Valuable - Very much so, only one government for the state.
     Rare - Not exactly, many people can use the state for funding
     Inimitable - No way
     Non Substitution - Yes

3.  A Cult Culture is what I would shoot to create. Where people are encouraged to be open and honest. - (Company traits)
     Valuable - Very valuable, many people value company culture when choosing where to work.
      Rare - Yes, cult culture is not found in every company
      Inimitable - Yes
      Non Substitution - No, cult culture can not be replaced or mimicked for something else.

4. Construction Managers ( Social and Human Capital)
     Valuable - Yes, necessary to get the job done
      Rare - No
      Inimitable - Yes
      Non Substitutional - Yes, cannot complete the job without it.

     Valuable - Yes, the are the brains behind the operation.
      Rare - Yes, Obtaining good engineers is not an easy job
